You can obtain a pre-paid debit card at any age.

Many banks and credit unions will offer a debit card to a customer who is less than 18 years old if their parent is a joint account holder.

You can also get a credit card as an authorized user on one of your parent's accounts thru many banks. In particular Citibank will issue a credit card, without regard to your age, as an authorized user on someone else's account.
