Under Singapore's Penal Code, Cap 224, having sex with any girl, below the age of 14, with or without her consent is considered rape. This is also known as statutory rape. It is only legal if the girl is the man's wife and she is above the age of 13.
Under the Woman's Charter, Cap 353, it is an offence to have sex with any girl below the age of 16, with or without her consent. This is known as carnal connection. Again, it is only legal if the girl is the man's wife.
Establishing if an offence occurred would depend on how old the girl was, when she had intercourse with the man. If she had already turned 17 years old but had sexual relations with him when she was 15, then there is a case for prosecution. If on the other hand, she had sex with him when she was already 17, there is no case for the man to answer.

Un-like many countries that give 18 as the age for consensual sex, I think 16 is the age in Singapore. But prostitution is legal so it is hard to manage under age sex. Thus this may not be a crime.

If it were anywhere in the U.S. it would be considered STATUTORY RAPE. Most states recognize the age of 16 as the "age of consent" for having sex, but when an ADULT (over 18) has sex with a minor, it is still considered statutory rape. In other words if two 17 yr olds had sex, Statutory Rape is not considered.
Singapore, now is altogether different. I don't know what their laws read, but if she's having a baby, then that guy should be held accountable. As far as RAPE is concerned, it may not even apply.
ADDENDUM: Now that I think about it, this guy could possibly lose his genitalia . . .

In Sngapore current law, if you have sex with girl under 14 years old with or without consent, you will be charged for "Rape", If the girl is under 16 years old, you will be charged under "Woman Charter". If it's with 17 years old girl, so long the consent is given, no offence was committed.

Sorry....had the various answers for you if it was in the US but Singapore is out of my area of expertise.
Although I doubt that /the punishment will be limited to caning.
Anna M.... you mention everything is seems about what the law was, what may be changing, what is being decriminalized, prostitution, etc. But with all your apparent knowledge of sex laws in Singapore I am surprised you didn't answer the question regarding the possible penalty? Did I miss it? Thx.

the first penalty is to have your penis placed on a red hot anvil then you will have it slammed by a 5 lb sledge hammer. Then while it is still smoking very hot chicken wing sauce will be poured over it. 12 soccer team members will then kick you in the nuts until you can see the inside of your underwear.
Large squirrels will then be shoved into your pants in search of the left over nuts and take them to their tree to store them for the winter. As it gets cold and the snow begins to fall they will freeze and crack and stick to the inside walls of the tree.
Im not sure of the other law on the books but that one I think is tough enough for now.

in singapore im pretty sure tehy are very harsh. for example two teenagers from a school in st. louis were publically beaten and harassed for graffiti. im sure their punishment for rape would be a little more severe....
