10x50 is 10x magnification and a 50mm objective lens
20x70 is 20x magnification and a 70mm objective lens
A larger objective lens will allow more light in for clearer viewing, especially in low light conditions, and allow a larger field of view at any given distance.

bferg is right, the only thing I'd add is that the exit pupil diameter is the objective divided by the magnification, so 10x50 gives a 5mm exit pupil and 20x70 gives 3.5mm. The largest diameter your pupil can expand to is 7mm so for light gathering you want an objective which is 7x the magnification... which explains why 7x50s are popular for low light vision.

The first number states the power(magnification) The second number is how broad an area you view(field of view) As far as night vision gos I'm not positive but I believe they are only for low light conditions.
