At one point, Arlington National Cemetary allowed any member of the armed services, or politician to be buried there, regardless of length served or rank. Currently, however, in order to be buried there, one is required to have retired honorably from the US armed services. Notable exceptions are Medal of Honor winners, who are permitted to be buried there if they chose.
There are also exceptions made in the case of national "heroes" like the Challenger Shuttle members.

Arlington is the most famous, but there are National Cemeteries all over the US.

You should visit one some day.

U.S. soldiers, generally, but there are very few exceptions. They don't necessarily have to be killed in action, but that is the vast majority.
