I have a 5 Qt Phillippe Richard pressure cooker - my first one to ever own or use. The valve pipe has threads and the pressure regulator seems to screw down on top of the valve pipe. Do I screw it all the way down? It seems like if I do, then the regulator won't have any room to rock back and forth like it's supposed to.

I don't think you screw the regulator down, it just sits on top....however I may be wrong.
I googled Phillippe Richard Pressure Cookers and found a phone number you can call 24/7 for help.the number is 1-800-462-3966

I don't mean to be flip but, when al;l else fails read the instructions or contact The Phillippe Richard co.
If you do not have the instructions, contact the store where purchased and get the 800 number from them.
