Well it depends, in my personal opinion, I don't mind it at all when a girl says that too me. But however, it depends how much I like the girl. Like if it is a girl I barely know and is kinda weird, and they tell me I am hott er something, I will be like thanks and such, but it seems a bit weird. If you want to say it to someone, ask yourself how well do you know him, are you good looking, and do you know if he likes you. If he likes you, then definitaly do it. If not, then well you might want to think twice.

it is good to be up front and honest with people..
for the second question, if a girl told me i was cute out of the blue, i'd be curious and surprised to know more about what she really wants..

It would certainly save alot of ackward time trying to figure out if he was shy or just plane retarded.Never really know until you figure out how each of you feel about each other.
