I am putting glass on the top and using it as a wine tasting table. I am a little concerned about bugs being attracted to the barrell.

If the barrel is really old, the wood (usually made from oak) has lasted a good while. Without knowing more about the barrel, I would not put any finish on it. Usually wooden barrels, although cut with staves to get the boards to seal together (and also banded with rings) were treated inside with a natural sealing agent. And if wine has been stored in it, the wood should be well seasoned to ward off any potential wood eaters. I would leave it as is until and if, I saw any signs of damage.

Definitly, this will not only seal the barrell, it will also preserve it.
