Does changes in state income tax due affect your Federal Taxable Income?

If the State (exp) North Carolina changes your income tax due, or taxable income, does this change affect your Federal Taxable Income and amounts owed?

It doesn't change it by much. The only way it will change is by the amount of state income tax that you can deduct if you itemize your deductions.
