The Samaritans were the result of the conquering of the Northern kingdom of Israel by the Assyrians. While the Southern kingdom of Judah was to be exiled (and survive) among the Babylonians, the Assyrians had a different way of dealing with conquered people. They force-relocated groups of people among various countries to mongrelize the populations and interrupt any attempts to instigate rebellion.
When the remnants of Judah ("Jews") returned to their homeland, they considered the northerners to be contaminated and practicing an impure form of Judaism that did not recognize the supremacy of the Temple for worship of God. These Samaritans were even considered worse than gentiles because they were aware of Torah yet got it wrong.
So it wasn't that Samaritans were particularly mean, outside of sectarian resentment, but that they were dirty as far as Jews were concerned.

The Samaritans were a people that had similar foundations as the Jews but were more like rivals. Not necessarily enemies but not too fondly looked upon. When Jesus told the parable of the Good Samaritan, it was that there was good in all, including those thought bad, and also a slam on the priests as it was those that refused to help the man in trouble.
(at least that's my take on the story from what I have heard from Bible and historical scholars - I like a lot of Jesus' teachings even though I am not Christian)

Samaritans were reputed to be ornery & inconsiderate as a group - by the Jews. There were political diffrences and hostility between them. Ergo the contrast when a "good" Samaritan was found. They are an ancient group from Samaria.

when Solomon died, the tribes of Israel were split with 10 of the tribes taking jeroboam as king, and the tribe of Judah taking the son of Solomon, Rehoboam as their King. so that Israel was split into two nations. the Nations of Judah and Israel, later Israel became Samaria. the Jew are descendants of Judah, and Samaria intermarried with other nations, and were looked down on because they were of mixed blood.
and since Judea controlled jerusalem the samaritans built an altar to god and worshiped there.
