well you guys have not been going out for that long so maybe you should give him a little more time to warm up to you, you guys don't know everything about each other yet. Or it could be your environment when you guys are together. Are there a lot of your friends or his friends around? Some guys don't like to show affection to their girlfriends in front of others they feel uncomfortable.

Don't push him into anything and give it time. Some people (guys included) just have a hard time opening up and need time to build the right feelings for the other person. Love isn't built on 3 weeks and neither is a good friendship... so just focus on having fun and being comfortable and try not to think about the end result. Hope it helps.

Sometimes when you are really smitten by someone you stay nervous around that person for a long time. Reassure him that he need not be nervous and he can tell you anything that is on his mind. Make him laugh about it with you and you will both become even closer. Sometimes I just act like a goofball and that breaks the ice.

Three weeks isn't that long. He's probably just as nervous as you are but he shows it more than you do. Give him some more time. If he's still nervous, that may just be who he is.

Take him to a comedy club or some other place where you'll both be laughing. Laughter is nature's elixir for allowing us to cope with social situations that don't yet feel quite comfortable. Have fun!

I think that (as a guy) he probibly just really likes you and dosent want to mess it up. Just make a move and see what happens. Then you'll be able to tell whats going on.
