I think it odds are better for the overhaul of laws. The democrats will probadly expand the numbers of guestworkers allowed in, but the sticking point will be anmesty for the 12 million here. Their are democrats to Tercedos liking that got elected that could stall the bill. Most likely only half will get anmesty, but Migration flows gotten less circular because the nativist America first crowd does not realize most Mexicans would come and go if they could. Mexico is similar to Ireland in the 19th where Ireland lost 5 million people to the Untied States it does occur when the ecomony is structurally defcient in producing jobs. People say , Mexico has to solve yes they do, but we have to part of the solution Mexico and the Untied States cant do it alone here. Immigration reforms should encourage a circular migration both ways between the Untied States and Mexico.
Start to build a Nafta prefernce work visa, and outside North America make work visas only for the very skilled.
Austrailan points system is needed for skilled workers outside North America, and within North America a job matching visa where the employer can bring those workers in for 5 years at a time and if worker making wages above the poverty line they should be given two option then a one time reknew or apply for citizenship tests.
