This is going to sound really stupid...just say hi.
A girl doesn't want to hear a line or some canned opener you've thought about, she just wants you to say hi.
Once you say hi, the conversation is open and can go anywhere. Then just be youeself like: "Hi, I'm George". "Hi, This place is so loud!" Hi, I am so happy I just got off work".
A girl wants you to be you. Don't make stuff up, just simply say "hi".

I"m a girl and the most effective thing for a stranger or other guy to start talking to me is just GIVE ME A COMPLIMENT. then i will feel good about myself and will be very likely to talk to you!!! :)

Just introduce yourself then ask something about her. Get her talking about herself and you'll find something you have in common. Once you find that, there's a topic for a conversation.

Never say anything about her, but make some kind of interesting "open ended" comment about something else. (Like if you see her in the park, say something like "I like fall, all the leaves and stuff... what do you think?"
If she's like most girls, she'll start talking about her feelings and you can just nod and occasionally say ,"Yeah... I can see that..." (Girls like verification that their opinions are valid and matter.)

Remember she may be asking the same question to herself.So if you sound phony its not the end of the world.
say :,hi you look just like my sister, cousin, or whatever .In this situation ittle white lies are forgiven later on.

Smile at her. Say "Hi". Tell her something about why you noticed her and perhaps ask her something about the location/function/class you are both attending. "Did you like the speaker?" etc
