If that is their natural hair color (not dyed) then it is possible. However, that is not always the case. Sometimes a natural blonde, for instance, will still have brown pubic hair.

Whatever color their eyebrows is is normally the color of their pubic hair...that is unless they dye their brows to match the hair on their head too.
