I know that bell peppers can be. However I am not sure about the celery. But for the peppers -
Wash and clean out the insides. Place in freezer safe plastic bag. They keep for about a year.

Since you are going to saute them afterwords, it may not matter. Generally, watery vegetables get damaged from freezing, but it may make them easier to cook when they thaw. If you want a crispy texture, don't freeze them; it bursts the cell walls.

Oh yes, it'll be fine. Great idea, getting a head start!
I buy BP's on sale, break in half, remove seeds, and toss in a freezer zipper bag, and just used chunks as I need it for recipes. No good to eat raw, of course, but cooked is fine for any you mentioned.

i also do this, so yes,they can. you caneven go as far as to pre-measure and put in small ziploc bags. this saves time and work during the busy holidays and all year round.
