My husband, who is in the Army Reserves, is stationed at Fort Dix, NJ.

One and the same. The Army base at Fort Dix was turned over to the Reserves and they leased out a major portion of it including the old Army correctional facilities. The term FCI means Federal Correctional Inmate.
