I'm buying a house that isn't yet finished on the exterior, I'm looking for a program on the internet, that I can scan a drawing of the house and pick different colours. It is currentley prepped for stucco, and we want to put flagstone as accents. we have a sandstone coloured garage door, and the same colour soffitings and windows. If anyone can help that would be great.

it is good for helping "Coordinate colors", NOT PICK THEM. Due to the fact that you can adjust color on your computer monitor the colors wil always be somewhat different on the screen tha n compared to the actual color and chips.

Most of the major paint manufacturers have systems on their websites to do something similar, although you usually can't upload your own photo to them. Here's the one for Behr paint, sold at Home Depot:

I can't find it now, but I know one paint manufacturer sold a program that did exactly what you are refering to.

Piece of advice - don't select a color based entirely on what you see on your monitor, or what you print out. Unless they're high end systems where the printer and monitor have been "tuned" and color matched, what you see on the screen may wind up being slightly different that what you actually get.

Your best bet is to use one of the paint manufacturer website tools to select a dozen or so colors you like - then go get the actual paint samples chips and narrow it down to 2-3. From there, buy sample quantities of the paint, and paint some test swatches to make your final selection. In the long run, you'll be far happier.
