I am German and have no idea what the difference is. I just know they taste different.

Brisket is the cut of beef. Corned beef brisket has been treated (cured) with salts and herbs. Ask your butcher! If the store you go to doesn't have butchers, find one that does!
A good, basic cookbook like Joy of Cooking has lots of information about all types of food issues like this.
I highly recommend it.

A brisket is a cut of beef. To "corn" it means to brine it. They soak it in water containing pickling spices,salt and bay leaves to achieve the familiar taste of corned beef.
