I wouldn't tell her straight out unless you were confident she had similar feelings for you - you'll come off like a stalker.
Rather, I would dedicate the next several months to spending time with her in a variety of settings - going shopping together during the day or weekend, out to casual dinners, movies, etc.
See if she enjoys spending time with you - you don't mention in your question if you're already friends, if you're a complete stranger to her, etc.
If you're pretty sure she doesn't have any romantic feelings for you, how do you think such a revelation - out of the blue - is going to make her feel?
Awkward and embarrassed at best, and at worst...well, you get the idea. Take your time and see if you can gauge her feelings for you first - then spill the beans. It may turn out like the movies for you, or it may not.

I can't answer this question but I forwarded it to my best friend. At one point in our friendship he fell in love with me. He has since moved on but it was very hard for him to tell me also. We were friends for years before he confessed to being in love with me. Maybe his story will help you. (No, it did not work out. We didn't talk for 3 years after we dated. We have found each other again and we are continuing our friendship. I am married now and he is going through a divorce.) Good luck. I really hope he is able to help you. Take care.
