Well if he is shy then the best thing to do is bring him out of it. If you do truly care than the best thing to do is help him out of being shy. The only way you can tell if he really likes you is to ask some questions that are close to your heart. If he truly cares then he will answer as you want him to and even if he does not watch him and listen to him.

I used to be shy around my Gf's but now i am not. He really loves u a lot it is just that he doesn't want to say something wrong, so what u have to do is hug him talk to him a lot and he will feel comfortable around u also and will love u very much more! best of luck!

He likes you the way you say he acts like but... he's SHY and you just have to un-shy him. Go out more and hang out, then he will loosen up.
Or you can just ask him and clear the air. (you can't be thinking what he might think. because it will get you nowhere.)
