Scratching can be caused by many things. Do you bathe her often? It could be from the soad drying out her skin. Some dogs have allergies that cause them to itch, so maybe switching to an allergen free food may help. If she's itching her ears it may be an infection or mites...

How do you know? It doesn't take a whole lot of fleas to cause itching. Check her skin she may be super dry. But some DHS shampoo (any drug store). It works. It will be next to the Head & Shoulders.

If the Vet rules out other causes, the problem may lie in nutrition. Here is a site that tells you how to rate your dog food according to what is healthy for dogs. There are ingredients in dog food that can cause a dog prone to allergies to itch like you are describing. If food is a factor, here is the page:

Your dog may have an alergy or other skin problem. If the dog is constently scratching his ears, it may have an ear infection. Take the dog to the vet before the problem gets worse.

Does she have ezcema (dry skin)? That can be a cause of the scratching. Or she may be allergic to her flea collar.

Probably dry skin, which can be easily remedied with a few drops of Cod liver Oil in her food each day.
