You could use a proxie to disguise your IP address, but you'd need an address in the Netherlands, the problem with this is that if there was an issue with the site they'd send information to this address and you'd never be able to get it. So you'd risk them thinking you were scamming them with a fake address and might get in trouble.

You are better off just playing on the poker sites that allow Americans: http://www.ultimatepokerbankroll.com/article.php/internet-gambling-ban-poker-sites-status the other sites would be a big hassle to play on these days if they don't allow Americans.

piece of cake, you just need your own satalite and a server in the netherlands. you beam your signal to the satalite and then use a netherlands server to scramble the ip adress and make it look like you are there. if your that good of a player you could afford it easy.
