I want to take a girl out, but I don't have a car in Ohio, I'm from California and am insured there and have a driver's license there. I am 20 years old (had my license for 4 years) and have never been pulled over or gotten in an accident. my Insurance company is USAA.

USAA will cover you on any car you drive, up to the limits of your policy. If you only have liability on your car, they will only provide liability on a car you borrow.

Sure, assuming two things.
1. Your friend has given you permission to use his car.
2. Your friend has insurance in place on his car.

Insurance follows the car, not the driver.

as long as you don't live with that person and you both have insurance you and the other party is insured

You will not be insured in someone elses car...
IF YOU DRIVE THE CAR
AND YOU HAVE A LINCENSE, ITS ALL YOU NEED
