I liked what the other answer someone else left. Willow Tree the collectibles. I collect those and they are amazing!
But for my sisters wedding, I put together a bunch of memories together in an album. (Along with money!) I made a scrap book with memories we would never forget, from when we were little to now! She loved it and it was passed around the whole reception. That is something she will ever get rid of! I also gave her money because the gift didn't cost much, just took a lot of time, plus they are just married, everyone needs money then!
Good Luck!

Why don't you just ask your sister? This sounds really greedy but after all of my showers there inevitably were things that I had registered for and didn't get and still wanted. Money is always good but without fail all of the cash we got paid bills and there was no sentiment attached. If asking her doesn't work, here's an idea. Give theme gifts like things to celebrate their firsts as a married couple. A cake stand for the first birthday, a picnic basket for the first picnic, nice candles for their first candlelit dinner, special ice cream sundae bowls for nightly treats, ornaments for their first Christmas, a cute bowl and DVD's to cuddle on the couch for popcorn and a movie. A year after our wedding I still remember and thank the people who gave the especially thoughtful gifts. Good luck!

it depends on if you want to get one bigger gift with all of your budget or several smaller gifts. You could get her one nice piece of furniture (such as a vanity or deacons bench etc) or art worth all of your budget.
For smaller ideas--You could get her a set of matching picture frames in various sizes and put a picture of you and her (and any other siblings you might have) in one frame, and perhaps get a picture of her husband with his siblings for another and leave the other ones for pictures of her wedding day--pictures of her with her husband. You could also buy a jewelrey box, a high end bean to cup espresso maker.
You could also use up a large portion of the budget on spa day gift certificates for him and her---a gift that would keep on giving throughout the year! With $200 a month, they could both go monthly for a treatment together--it would give them a romantic few hours together every month for a year or more.

you have 2-5k to spend and you cant think of anything? gee i wish i had that problem...Go to Neimans! You can buy one item there from the catalog and have that money spent quick!
Look on the Internet...a lot of these places people are suggesting offer gift cards and you can have them mailed or order something on-line and have it delivered!

Book her and her new hubby a weekend trip in your city or state. Somewhere that they can go and have a nice weekend. Than have the room set up real romantic for them when they get there.

There is this this line of collectables; The Willow Tree
http://www.demdaco.com/willowtree.aspx
There is one on there for sisters...it is really nice. You could give one of these every year for her to start collecting.
Otherwise...money was the best gift I got at my wedding. :)

Why not go to Things Engraved, or Things Remembered, and personalize something for her. They have beautiful things.
