You gotta brush her more, like everyday. There are sprays and conditioners you can use to brush out the mats. You can cut them out while they are still small with scissors. Or just keep the cats fur clipped short. You can take her to a groomer or a vet and they will shave all the hair off.

Some cats have a very soft undercoat of fur which will mat up quite quickly if the cat is not groomed regularly. If your cat won't let you gently comb the mats out you might want to take it to a groomer who can do this for you. The way you prevent it from happening again is to brush your cat every day or every other day to get the loose undercoat out. Be gentle when you do this cause cats are pretty sensitive when you yank on their fur.

You need to comb her not brush to get way down into the mat- comb more often should help. Good Luck

ha ha ha. I thought you meant that your tortoise had a shell and it got matte - like dullness. I was going to suggest oiling it! Glad I read the other answers!
