A GOOD private breeders (screen them and decide for yourself)
Pet shops buy in bulk. They buy based on price, not quality. They order from "puppy mills" where pets are cranked out like products. These pupples are also not well socialized. Pet shop dogs often get a reputation for maturing into dogs with behavioral problems, bad teeth, health issues, etc.
Also be aware just because a dog is "papered" doesn't mean he's good. Some show dog breeders take their total rejects and sell them to the pet shop trade to get rid of them. The dog is papered and he even seems ot be coming from a Bichon Frise breeder and not a puppy mill, but there's a reason a quality breeder is dumping puppies. A quality breeder won't have any control over who owns or breeds their puppies. They will also only get a small fraction of the price they would've gotten from the public.
One other option: google the web and look for "bichon frise rescues". These are Rescues who only take in Bichon dogs. You can get a nice dog for a lower price AND you'd be doing a good deed.

I would always go with a breeder or the humane society. Breeders always back their dogs for about 5 years. Too many dogs at the pet store have problems that you don't see right away. Do a search for breeders in your area on yahoo

As a general rule, it's always best to buy your pets from a reputable breeder. Pet stores are often (not always, but often) places that get their pets from "puppy farms" that just mill out puppies without checking for breeding issues (like hip displasia,etc) and just pass those issues on to the unsuspecting buyer. Be prepared to pay more, but then you can relax more knowing the full history of the breeding parents and lines.

I'd go with a Breeder but you should ask the local ASPCA or animal shelters where is the best place in your area we got our dog at a pet store an found out later he was born in a puppy mill that got shut down for cruelty to animals and had some problems with him that cost abit more then we expected for a new puppy

a private breeder. It is always best to buy a dog from a good breeder (not from a puppy mill).
its not a good idea to buy a dog from a pet shop.
