She is my bestfriend's sister. Their family is going through a lot financially and they are poor.I am rich and if I marry her then I can help them.
I am not marrying her cos I want to help them but I really love her and if I marry then they will be my in laws and I can help them. I know I can help them without marrying but I love her very much.
I don't know if she loves me.
Should I ask her parent's for her in marriage to me. If I do that then her parents will ask her and she can accept or refuse me.
Is it okay to ask her parents' for her in marriage? I know I can ask her if she likes me but I don't like that idea.

You love a girl whom you don't even know likes you back? You don't even know if she likes you, let alone love, and you love her?
I think you shouldn't ask her parents for permission if you don't even know if she wants to marry you. Unless she's the kind of girl that gets married for money, I would ask her first, even if you don't like that idea.

it might be nice if you talk to the girl first. see if she has interest in you. because you dont want to force the issue with her about money, you want her to like or love you just for you nothing more or the marriage can fail. read tips on love and relationships to help you better on this site
