Since the song is very loosely based on the Biblical account, who is the king supposed to be? Is he based on a real person or not?

Based on the lyrics, I always assumed that it was talking about the here and now of that time, thus it would be Herod. But that and the following verse go against what the Bible says about him.

I believe (based on the shepherd boy clearly being one of the shepherds from the Gospel account)...

That the "Mighty King" is certainly King Herod.

It must have been a king that was in power when Christ was born, so my first thought would be Herod. But it probably is another king, because supposedly, Herod was threatened by the birth of Christ.

The shepherd boy tells the king they should "bring him silver and gold," and the king tells the people, "He will bring us goodness and light." I think it's referring to the "kings" from the East that brought Jesus gold, frankincense, and myrrh. They're also referred to as "magi" or "wise men."

I guess it could be King Herod, who pretended to want to worship the child so that he could have Jesus killed. But that'd be a real downer for a song, so probably not.

The only connection I can come up with is that the Wise Men are supposed to be kings (cf. the carol We Three Kings), the message being that the King of Kings is mightier than earthly kings.

Well, let's see... The Star[Saturn/Jupiter or God the Father] speaks to the Wind[Holy Spirit], which speaks to the Lamb[Jesus], who speaks to the shepherd[the Church], who speaks to the King[again, God. It's a round of sorts].

OR it's just the Maji.
