found at small pharmacies and at some kmart pharmacies, is a lotion called "mothers friend" , its a non-perscription cream or oil, i like the oil ,,its actually designed to prevent strecth marks, but is great for any type dry skin,
also, if you drink enough fluids, and have extremely dry hands and feet, you should see a dr. as this is one sign of low thyroid function

Zim's Crack Cream
It's amazing.
If you can afford to buy one, I suggest investing in a parafin wax kit. You heat the wax, slather lotion on your hands and feet, dip into the hot wax three times, cover with plastic bags, then oven mits. Leave on for 10-20 minutes, peal wax off. Wash hands. Do this every other day until the cracks heal, then do it weekly.
This is basically the same treatment you will get at a salon, only you spend $30-$50 for the hot wax kit once, rather than $30-$50 weekly for a mani-pedi with parafin wax.

My mother has the same problem sometimes she can't even make a fist without blood seeping. She always used Bag Balm (it's in a little green tin about 11-15 dollars at our drugstore) She puts it on and put on little mits (that she puts in the microwave for about 2 minutes) from the manicure aisle (cost ?) then when she wakes up she washes her hands with dove (1/4 moisturizing soap) and puts on Lubriderm exremely dry lotion. Beats her winter time blues. Well for her hands anyway.

Go to the local Wal-Mart find the lotions and find a small clear bottle with a yellow looking sobstance called corn huskers lotion use this twice daily For really bad rough hands put on thick amount of lotion before going to bed put on a pair of jersy gloves leave them on over night you should do tis for two nights really will make a big difference. then continue useing corn huskers lotion ever day two or three times Also for feet use socks just as you did gloves

Try applying Vaseline Petroleum Jelly and sleeping with cotton gloves, I believe they have them at Beauty Supply Stores, if there is a Sally Beauty Supply in your town, check them out. The only thing available for the feet is, of course, socks.

For the hands: get some cheap 100% cotton gloves and some rubber gloves. Slather your hands with a thick, good quality lotion or cream, put on the cotton gloves, put on the rubber gloves then wash the dishes.
For your feet: slather on the lotion/cream. Put on cotton socks, put plastic bags over socks. Do this overnight.

kerosol. they have it for men and women. use it for a week and boom no more cracked feet. also get pedicures and manicures. get a stone for your feet. and try water softner in your home.
