Bombs are not held in silos, missiles are.

We have completely disarmed our ICBMs (the missiles that were launched from silos), so no one does anymore.

I believe the U.S. Air Force was in control of the missile silos.

Bombs are held in bunkers not silos. Silos are concrete tube in the ground with support structures designed to withstand an attack and keep the Airmen and Officers alive to launch there nukes when the time came. Most Silos have been dismanteled but I do not believe they all have been removed.

Soldiers would be a bad term for the people in the Silo... They are Military personel. Soldiers conjure up the ground pounding grunt that carries a rifle or other equipement into battle.

Nuclear weapons are held by a joint services command that would include all branches. I can say that with some authority since I spent three years in the Navy receiving, repairing, and shipping out Nukes to SAC bases when they needed them. We updated them and kept them in bunkers is vacuum sealed containers.
