You need a soft cleanser for washing, and a cream that is anti-acne so it will keep your skin from drying out while not causing a break-out.
I know it seems cliche - but try proactive. It worked 110% for me. The cleanser is gentle, the toner helped my skin maintain a balance in color & texture, and the daily acne fighting cream kept my skin from drying out and I stopped breaking out.
I genuinly recommend it before you try a skin doctor.

Try the cream called Eucerin. It is very good and it's what my doctor prescribed to me when I had severe dry skin. Fortunately for you, you can get it over the counter now. If this condition persists, however, I would go see a dermatologist.

If your skin is too dry then your body produces excess oil to help with the dryness. So use a moisturizer that is PH balanced.

When you shower use aveeno bath cream, then use a in the shower moisturiser, and finally when you dry off use aveeno cream for very dry skin....If this does not work, go see a dermetologist

Could be psoriasis, eczema or any other number of things beyond just plain normal dry skin.
It wouldn't hurt to go and see a dermatologist.
