getting them neutered is probably the easiest solution, they are looking at each other as a threat and an invasion of their territory, males of any species tend to fight due to the fact that they want to reproduce as much as they can and it is hard if another male is movin in on your females.

Definitely get them neutered, that should have already been done. The best way to get them to accept each other and learn to play together is to take them to a neurtal place - the park, or someone else's yard that neither one sees as its territory. Play with them there, give them toys and treats and lots of praise for just romping together. Do this a few times, and I'll bet they'll gradually quit being so aggressive with each other.

there is something you need to understand about dogs. there are two types and alpha dog and a submissive dog. if you have a combination the alpha will take charge and they will eventually work it out. if you have two submissive dogs it will work much the same way. if you have two alpha dogs then it becomes somewhat of a problem. one trick is to introduce them at a neutral location like a park. then it is a matter of patience. obedience class can help be sometimes it will work and sometimes it won't. most of the time one dog will win and they will be just fine after that.
PS get them neutered

You have raised one and you are her Alpha. You have always given her your attention. He is jealous of the other dog. The other dog is looking for your attention now and will end up killing the Chihuahua or hurting it real bad.
You need to get them into training of some sort or you are going to have a major problem on your hands. You may have to separate them into different crate cages to keep them from killing each other.

Besides the fact that you should have already had them neutered, doing so may help them not be so protective. The older dog is probably just letting the younger dog know its his space and the younger dog is fighting to make it his. You may want to consult a trainer and see if they can help you make a connection.

Get them BOTH neutered. Secondly, pay no more attention to one than the other. If they fight, they are trying to establish a pecking order (who is in charge). You have to take control and show them BOTH that you are in charge and not them.

Lucky for you they are not big dogs. Calm, assertive energy is what you need to project when dealing with them. They will learn. It will be easier if they are both neutered.
Good luck.

Sit down with them in front of you and do not allow them to become agressive. When they try to fight push the one who started it to the ground ( not hard ) and issue a command to stop the behavior. Do Not hit them to teach them! It doesn't work overnight so it may take a few days of doing this. What you are doing is asserting yourself as the boss of the pack and you are letting them know that you will not tolerate the behavior. I

Dog obedience classes will establish you as the pack leader. They will not fight if they see you as the alpha
