My carpet and bed seem to be infested with tiny minute bugs that are whitish in color and bite, I have tiny itchy red bites mostly on my stomach

I'm not "laying on the carpet" I seriously want to find out what kind of a bug these are. please don't answer my question unless you have a serious opinion. I am bitten while sleeping in bed and simply sitting on the couch or standing on the carpet. i have no pets and my apartment is very clean. I have tried fogging the house and it did not work. In order to get rid of these pests, I need to know what they are.

Bedbugs. Bedbug nymphs are virtually colorless or whitish upon close inspection.

You need to act quickly because if I'm right (and you are showing classic symptoms), your infestation could get out of control fast. I'm not writing this to alarm you; rather, to help you figure this out quicker than I did with my infestation.

Please do some research on bedbugs. I belong to a great, informative blog (bedbugger@wordpress.com) and also a support group (bedbugger via yahoo groups). You can ask quesitons and receive feedback from members, exterminators, and an entymologist (bug doctor) who works for the Museum of Natural History in NYC.

Albino Fleas, Crabs or actually for real it could be Flea Larvae. This all I know. I really joking about the Albino Fleas, I not think they real, so, maybe the other two. I think the Flea Larvae looks more like a very small worm though.
The links are pictures. IF, you have acess to a Microscope get one and put it on a slide and see if it look like one of these.

Lice, carpet beetles or mutant albino fleas. Bring them to your nearest entomologist and see what he says!
