we all know how offensive hearing someone swearing can be , but who decides what words are swearing and what words are acceptable in the english language ?

ALL of the offensive words have a specific meaning. Evidently, these type words were developed down through the centuries and have been accepted as offensive to the majority of people. Most all offensive names do have a better word to use.

Each and every one of us decides for ourselves. Swearing, cussing, cursing, offensive words, are all ways to say essentially the same thing, just a different point of view and a different way to say it. If you mean on TV and such, the network censors are the people who decide what can and cannot be said on TV. Again it is just their own opinion but at least they get paid for it.

Well, a swear word is: "I swear". It is what you say in a court of law or when you become a citizen. Nothing offensive

Well, in english it is said: "I swear, you swear, he swears ". I don't think they are offensive. I think nevertheless, that in this country people uses them excessively

because they are words that are MEANT to offend by definition.
