Are any of the people you are sharing the aerial with experiencing the same problem? If not the aerial is not at fault. Check your co-axial cable (the one that goes into the back of your telly). Is the connector loose? Is the solid copper strand in the connector broken or not in? If the cable is too long you may get resistance noise. Trim it to four feet or so.
If none of this works then the connection between your co-ax and the communal antenna may be broken. This should be fixed by the letting authority or whoever is responsible for its maintenance. Report it to the relevant quarters.
Large televisions will seldom be helped by a small aerial and it is expensive to have a new one installed so you are always better off to try and improve existing conditions first.

You could try a booster rather than an aerial.

communal means the signal is shared thus you won't get a good signal, best bet is to get aerial for yourself
