This is an un-Biblical teaching that is one of the top reasons why I no longer watch John Hagee.
Believers in Dual Covenant Theology believe God has two plans of salvation: one for the Jews and another for gentiles. These folks believe Jews don't have to accept Jesus Christ as Messiah to be saved, even today.
John Hagee was "called out" in public for this about 6 months ago by Jerry Falwell. My memory tells me this had something to do with an article in an Israel news paper. Pastor Hagee lied and stated he doesn't teach Dual Covenant Theology. I know for a fact he did, because I heard him. Interestingly, all the shows where he preached this no longer are in syndication.
Peace.
EDIT: "Steph," you've misinterpreted my response. You've also confused the Mosaic Covenant with the Messianic Covenant. Dual Covenant theology does, in fact, teach Jews don't need Jesus; not now and not in the past. I'm not saying I agree with it (I don't), but this is what folks who believe this teach. Check it out.

Suzanne is only partly right. The first covenant was with the Jewish peoples. It was the word of God in the Old Testament. Jesus came and fullfilled the prophesy, becoming the new covenent of God. THis covenent is for all, not just the Christians, not just the Jews. Everyone is saved under the new Covenant.

I think it has something to do with pistols at 20 paces...
Now the "Dual Covenant" - that's something else altogether.
