No. The Vinegar in the Mustard is what does the job or is supposed too. Simply take vinegar-water and snort a little for the same effect. I do to clean my sinus', its not very fun (trust me) but I can blow my nose after a few minutes and its cleared out.

Also, get a $10 Vaporizer from Wal-Mart, some Vaseline in a pour bottle (its liquid you pour into the water) and breathe it for an hour, you'll really notice the difference in your breathing.

I think you're thinking of a mustard plaster, an old time remedy. It's not the prepared mustard you buy in the store and it's not placed directly on the skin. It's the mustard powder you find in the spice rack.
Add one tablespoon mustard powder to every 4 tablespoons flour. The more flour you use, the weaker the plaster will be. Mix the two ingredients in a bowl and add just enough warm water to make a nonrunny paste. Fold two large men's handkerchiefs or use a dish cloth so that the paste cannot run out. Add the mustard paste and apply it to the congested chest. Rub olive oil or castor oil on the skin first if the person has delicate skin.
DO NOT PUT THE PASTE DIRECTLY ON THE SKIN! It will cause a rash.

I have heard and read that it does. I have never used it. I have used vicks vapo rub and it does a very good job at clearing up a congested chest. I rub it all over my chest, put a towel over it cover up good and by morning I feel great.

Mustard plaster, it is described very well in Seeme1995's answer. As Seeme said, it is an old time remedy, it is helpful, but please see a Dr. for antibiotics ASAP.

Try boiling a lemon, squeezing it, and mixing the juice with apple cider vinegar. That works better
