you've had her to a vet...good. if she does not have fleas it could be allergies which are usually food related.
Our pets need quality pet food. Read the ingredients list and learn what the stuff on there is and what it does (or does not do) to/for our pets. A quick pet food 101. If the pet food contains corn/corn products or by products it is a poor quality food. Do not pay attention to advertising, they all say there food is great. Corn is a filler that can trigger skin problems. (allergies, skin problems, itching and excessive shedding) By products is anything from an animal not fit for human consumption, including cancerous tissue. Quality foods have meat as the first ingredient. California Natural, Solid Gold, Innova and Merrick are a few of the best brands available. It may not be an allergy, she may be stressed out. Has anything changed in her world....are you home less or have you moved recently?
She could be allergic to the advantage, my cat is. I have yet to find a flea deterrent she's not allergic to. Luckily she is an indoor cat and rarely comes in contact with fleas.

It sounds like dry skin. my dog was doing that so I put cooking oil or olive oil on her food once per week. She doesn't scratch anymore unless I miss a week. It makes her coat shiny too.

Try changing her food. She may have an allergy to it. Try a lamb and rice formula or all natural food or something recommended by your vet.
