Best consumed by 9/19/06 only refer to refrigeration, not freezing. It should be safe to eat as long as it was proper wrapped and did not get freezer burn.

It's perfectly fine. I have sausages in my home freezer that have been there longer and they're still good. I stock up on stuff like that when I can and toss them in the freezer immediately. It's nice to have on hand when you get an inspiration for dinner.

If the sausage has been in the freezer for more than 3 months I wouldn't use it.

Sure, as long as you can cook it and you put it in the freezer a fair amount prior to its best before date. My guesstimate would be that you could probably keep it frozen for upwards to 6 mos...but I could be wrong.
HOWEVER, if this is a raw product that you thawed out once already and then refroze it, chuck it out.

As long is you put it in the freezer before the expiration date, it will be fine.
I stock up when my stores slash prices on about-to-go-out-of-date foods, then freeze for later.
Saves me a lot of money!

The consumed by date is if it was refrigerated. Freezing extends the storage life of the product considerably. Yes it is safe to use but you might consider defrosting it first.

It might be tough.
But as long as it's not all freezer-burned, I think you could give it a try.
And I think that those "use by" dates are really "best if used or frozen by _____"
