Food coloring. There are a couple of ways to successfully color popcorn.
1: Add food color to the oil prior to popping, this gives a very faint color finish.
2: Add powdered food coloring (found at cake supply stores) to popped corn for a more intense color.
3: Add a little water to some food coloring and pour into a bag. Add the popped corn and toss till it is well coated.
4: If the popcorn is NOT going to be eaten use a Powdered Poster Paint which can be bought from a toy store or the school may already have some. Then toss the powder over your popped corn. This gives off a very very vibrant color but it is NOT Edible.
Generally these powder paints are actually non toxic so no harm would actually be done, but still not really edible.

Put Red and Green food coloring in a spray bottle and lightly mist the popcorn. Very Light Mist or the popcorn will get soggy

After the popcorn is popped set it aside. Make caramel coating (Caramel can be made from sugar by heating it slowly to around 170°C/340°F) and add food colouring to this.
Coat the corn with the caramel and leave to cool. If you want to string the popcorn you can do that first. It also tastes good
Note: dyeing the kernals before popping doesn't work

Personally I would buy some white chocolate almond bark, melt it in a double broiler, add food coloring, and once mixed well, pour it over popped corn and toss. Everything is better with chocolate. Ive also just popped some corn and mixed it with a TON of red and green m&ms. Sounds weird but hot buttery popcorn and m&ms is the best ever.

the only thing i can think of is to make popcorn balls or squares with a light Karo syrup recipe and add food color to the syrup mixture before you mix popped popcorn in. you could find recipe on net easily. can do the same with rice krispy treats...

You could try to dye the kernals and then pop the corn after it has completly dried out.
