I'm looking for a engine that you can put in something simalar to a plane (an engine to make it fly) but it cant run off of gas. Were can i get it and how much could it cost? who can i contact to get one and how?

Most general aviation engines run on gas, I think it's now mostly LL100 which is low lead 100 octane gas.

A lot of light aircraft now use Subaru engines, sometimes with the emissions control equipment stripped off. Depending on what you want it for you can get one at a scrap dealer, rebuilt from Japan (they have to use brand new 'crate' engines for engine swaps) or from a local Subaru dealer.

Cost fitted looks like $5-6k.

My friend has a Velocity with a Subaru engine, the link below shows a couple of Subaru installs.

The Lycoming engines are horribly expensive and don't seem very tough.

Looks like you are looking for an engine that would possibly be put into an ultralight or a home-built. Not sure about if they don't run on gas though.

That is the website for EAA it is a huge organization that is for homebuilts, ultralights, etc.... Some on there will definitely be able to point you in the right direction.

What do you mean by "can't run off of gas"? Do you mean like electric or something?
