He takes things out of context and stuff. THere is a soldier sueing him for taking what he was saying and screwing with it.

Moore was raising the question of why secret service agents were in place at foreign embassies? The Secret Service is a branch of the US treasury and their purview is as protection agents for the US govt., and as investigators of currency forgery. The only investigative function they carry out is in relation to threats made towards their protectees, and counterfeiting.
Most security outside Foregn Embassies is provided by DCPD and/or security forces of the relevant country.

he means that in normal circumstances embassies are guarded by their own national army because embassy grounds are national soil of that nation owning it for example... if there is a murder in the embassy, it is that nation's jurisdiction to solve the crime, the hosting country has absolutely no jurisdiction unless invited to help which it often isn't. it is highly irregular for the host country to provide any support what-so-ever to another nation's embassy. that in it's self would be considered a breach of security.
there is also the issue of finance... the embassy must pay for it's own security... you as a taxpayer have no interest in that embassy so why should you pay for it's security... you are paying for the security of your embassies (your interests) abroad as it is.
so why are the secret service guarding a foreign embassy? it is highly irregular... it implies that the US have a greater need for that embassy to be there, than the saudi need a diplomatic presence in the US.

He was trying to make it sound like there was some sort of conspiracy.

The guy has gotten sued for deliberately misquoting people in order to make it appear that they said something that they did not.
