As a painter, I use the GIMP to prepare images from the paintings I produce. The GIMP is very easy to use and has a selection of tools that can be used to do the things you suggest and a selection of filters. It can export to many different file formats. Unfortunately, sometimes this program does not always fit even my needs, even though I try to keep the paintings as close to the original as possible.

I am not sure whether one can change the hues in the GIMP.

I used the Kodak Easyshare program it's a free download and has automatic or user controlled photo edits. It also makes uploading and sharing you photo's with friends and family via the Kodak website easy.
