it may depend upon what you are using to moisturize - I have extremely dry skin as well. You need to use a cream, not just a lotion. I'm in Canada, so don't know your brands there. We get generic brands of creams - in a tub, not a bottle like a lotion - that are fairly inexpensive. Vaseline makes Vaseline Creamy - in a tub - that works wonders, but is probably best to use at night, because it is fairly greasy. If you are really stuck, there are very expensive creams, such as Glaxal Base, but they are pricey.
Just other advice - don't bathe or shower everyday, it dries out the skin - and don't make them hot water. Try to keep the humidity up where you are living - if you need to, use a cool mist humidifier at night in your bedroom. Also, drink lots of water.
(Is your "much colder" similar to ours? Today, it's minus 10C, and we have a fair bit of snow. Last week went down to minus 25)

I lived in a very dry area of the U.S., just east of the Rocky Mountains. To help combat dry skin, I did several things: Used a humidifier in the house, drank plenty of water, used a good moisturizer after my bath, and used vitamin E cream on my skin to help with particularly dry patches, as well as on my hands. I also used lip balm on a regular basis.

Take fish oil capsules on a regular basis such as 1200mg EPA from holland and barrat. I would take at least three capsules a day but dont expect to much to soon give them a couple of weeks to get into your system. You could also try fresh flax or hemp oil.

Get a good broad spectrum essential fatty acid supplement or some flax oil and take a tablespoonful or two each day. A good high potency multivitamin daily will also be helpful.

You need to drink plenty of fluids. Some people have recommended a dab of vaseline in very dry patches or cream E45 is my favourite.

I don't use any of that crap on my skin just good old soap and water and my skin is in brilliant condition.

Some of the chemicals they put in the creams can cause irritation of the skin so be careful...

Cleanse and tone with gentle products as they will remove any dead skin cells that are left over from the summer(tan etc)

Use vaseline on your lips.

Before putting foundation on, put plenty of baby lotion on your face. It's light and does not make skin over greasy.

exfoliation, you need to get rid of the dead skin because it forms a barrier that stops your moisturiser from getting down where it is needed.
