Trace your hand on a piece of card, write across the spaces -Wet-Soap-Rinse -Dry (basic hand washing step) teach the children to sing song the steps as they perform the task to make sure the concept sticks. You could have each child make their own to put up at home too.
Most signs I've seen just say wash your hands but don't explain how so kids don't really learn. I saw this at a preschool and thought it the most clever sign for the purpose. Good Luck!
