generally the PC runs slow.. because of the following reasons..
1. Hard Disk Low Space.
2. Not enought RAM...
3. Improper PAGE FILE SETTINGS.
4.Too many processes running simultaneously.
5. Real time softwares like Toolbars, messengers, quickpics..
6. (Spyware.. Generally 90% of problems are due to this), viruses, adware and other threats.. For this if u have LAN disable it and check out is their any performance improvement, check the performance by task manager.
7. Unload unimportant start up programs and desktop items
for more information see "search in my answer list for "How do I make my computer run faster?" (Choosen as Best Answer)
8. Bulky software like Oracle 11i, Studio and many more.
9. Memory overwritten problems arise due to having more then two similar type of softwares at one instance. e.g. two antivirus "SHOULD NOT BE ENABLE SIMULTANEOUSLY".
10. If all fails... then boot from bootable disk of DOS or WIN98(if u don't have NTFS) and Run any dos based antivirus from CD and then scan the whole hard disk. U will definetely find some stuff.

You don't say what spec your pc is but that shouldn't matter. Clear out all your cookies and temp internet files (disk cleanup or in IE . These do considerably slow down the system. You should also try the following:
and uncheck the programs that you don't need running in the background at startup. Be careful not to remove any important windows programs though.

Try helping yourself before you download yet another program:
- Are you using a complex screensaver - it runs in the background and eats memory. I had fun with mine, then changed it to blank.
- How many programs do you load at startup? Maybe you should check it out and ensure you are running just what you need.
To do this: cl Start, cl Settings, cl Taskbar and Start Menu.
- cl Start Menu, cl Customize, cl Remove.
- cl the icon for the program you wish to remove
- then cl Remove.
- this will prevent the program from loading at startup, but will not remove the program from the hard disk.
- Are you in a large file? If so, save frequently to restore full memory access. (Your work remains in memory until you “save” it to disk.
1.Did you run an error check? Open My Computer,
Right-cl on C:, Select Properties, Tools – Run an Error Check ( checkmark “check all and fix); then run a Defrag
2.Are you using Yahoo Toolbar? Run a full Norton Antispy.
3.From IE, click Tools, Internet Options
delete cookies
delete files (offline files)
clear history (set days to save to 0 if you want)
click o.k., and Restart
3.click Start, Programs, Accessories, System Tools – run Disk Cleanup
4.click Start, Run ipconfig renew (type ipconfig space renew)
All these things should be done regularly. The more frequently they are run, the less time they take.
-Note: Games and videos are mostly graphics. Graphics create large files. If this doesn’t help, you should consider getting more memory.

Sounds like you've got a virus or spyware running in the background. Can you not open program manager to see what program is running ??? Maybe download Adaware - free from the website - and run that to get rid of spyware ???

Sounds like it's infected with viruses/spyware/adware you name it. It's probably a Zombie too and is running slow coz it's sending out thousands of Spam emails. Set up a firewall, get Norton and probably Zone Alarm and you might stand a chance

How old is the PC?
What's it made of (CPU, RAM, HDDs etc.)?
Which OS is it running?
Does it do it to any programs in particular?
Try this for some simple diagnosis:
