The shoulder is the ground to the side of the road, like where you'd pull over if you had a flat. No shoulder means no space on the side of the road to pull over. Btw, soft shoulder means you'll probably get stuck if you pull over there.

The shoulder is the part of the road off to the side. The sign means you can't drive on the shoulder. Also, you should know that it is illegal to pull over to the shoulder unless you have an emergency; not to look at a map or use a cell phone.

If you are in the U.K., it means a "verge." If not, it means the extra area that some roads have next to them where cars can pull over (between the part of the road where the cars drive and the grass or whatever beside the road.) If there's no shoulder there is nowhere to pull over and it is more dangerous for bicyclists to ride alongside traffic.

Picture this....
You feel a tire going flat and you pull over off the road to change it. Now, you realize your car is sliding down...down...down.... into a deep gully or worse, down the side of a mountain.
Well, that road had "No Shoulder" and your whole day has been ruined.

It's a strip of road that disabled cars can pull of too to get off of the road. you know.....like a flat tire. they pull over onto the "shoulder" and replace the tire so they don't disturb traffic.
