He is working on the neighbouring unit, but my house has been affected and the roof is leaking water.

Report him/ her to the county office where he should have received his license. either by his name and or name of company.
I'd definately ask him to repair properly. If he won't do that. let the neighbors know.

1. Let him and the neighbor know in a certified letter. If nothing happens...
2. Contact the Better Business Bureau and the State Licensing Board letting them know you sent a letter and that nothing was done.
3. File a complaint with the County Planning Department. These are the people that (supposedly) gave him and your neighbors permission to work on the home. They can force him to pay for or fix the damage done to your unit.
!!Be sure to document the damage and send it with your complaints!!

Your state attorney general might have a special program just for crappy builders. Ours in Maine does. If not, you'll have to get a lawyer and sue the jerk.
