It isn't generally that MS software is insecure, many Operating Systems are insecure however due to the lack of users, exploits and holes often don't get noticed for many years.

Linux for example is supposed to be safe and secure, yet as the linux community grows more and more insecurities are being found - As people learn to write code in linux and also examine the linux source code.

The same thing can be said about Internet Explorer and Firefox. Firefox was once thought to be completely 100% safe. Until the last few months where programmers have started to turn their attentions to it because of it's increasing number of users. Since then numerous security issues have been found making it just as dangerous as Internet Explorer.

The basic point is, no 1 single programmer can ever think of every single offensive situation which he will need to program against. For every secure measure you introduce into your program code, there will be other new bugs which can be exploited. The only thing you can do is to realease patches or updates.Admittedly MS are not always too caring (EG releasing XP with raw sockets which they knew would be dangerous) but at least they do attempt to fix things.

No coder is perfect. Every program/operating system will always have a weakness. The stronger you make it's defense, the weaker another part of it will become as a unpredicted consequence.
