It's located next to the Atomic reasearch university, it's the odd shaped building with a tinted glass frontage. It's reason for being located at this one of four Atomic reasearch centres that they have in disguise near the Kash: province.

It is probably that big round building you can see from the moon with a half decent pair of binoculars just to one side of the biggest river in Pakistan if Britain and GCHQ is anything to go by.
