There are no federal laws banning machine guns or silencers in the USA. As long as you have the ATF form 1 or 4, pay the one time $200 tax and live in one of the 35 states (for silencers) including Florida that allow them, then you are fine.
A good thing to do is visit the sites I have listed below. Those forums are a good source for information on choosing a silencer for an ar15. Understand however that you will not see anything less noisy than about 130 decibels when shooting standard ammo in an ar15. Pulling the trigger on an empty chamber results in about 100 decibels. Because the noises associated with firearms are impulse noise, they do not seem as loud to the human ear, and the pain threshold (140 db) is much higher than for longer duration noise. A high quality sound meter and microphone capable of less than 20 micro second response time is needed to accurately detect the noise from a firearm. The decibel scale is logarithmic. 3 db is 2 times the noise, 10db, ten times, 20 db 100 times and so on.

To actually buy a silencer, first go to a licensed dealer and check them out. Pay for it (usually $300-$1000), then bring the ATF form 4 that the dealer gives you to your local sheriff and ask him/her to sign it. Obtaining the signature can be the hardest part as some sheriffs refuse to sign. It may help to call or write ahead of time and ask for an appointment. Be ready to explain the law if the sheriff thinks for some reason that silencers are illegal in the USA or Florida. Be polite even if you are refused a signature. If the sheriff does not sign, then other law enforcement may be able to. Find out more by posting on www.subguns.com . As a last resort, you can incorporate and have the silencer belong to that corp. You still have to file all of the paperwork, and pay the tax, but the sheriff’s signature is not required.
After getting the form 4 signed, bring it back to the dealer, he will send it in the ATF. Wait 1-6 months for approval, then pick up the silencer and take it home to enjoy.
I build my own suppressors using ATF form 1's. Lots of fun.
Just getting a silencer that enables you to shoot without earmuffs and not cause hearing loss is a good goal. Forget everything Hollywood has ever shown about silencers and you will be ahead.

I believe Florida does allow citizens to possess a silencer. Federal law requires an application and investigation for a "tax stamp." Go see a Class III gun dealer in your area- they're the dealers that are allowed to possess and transfer automatic weapons, short barreled shotguns, silencers, and other special weapons. The GemTech brand of silencers are very well designed, reasonably priced, and used by the US military
And although you'll hear the shot, basically any rifle-caliber suppressor is going to make it quiet enough to shoot without ear protection.

You need to check with the State Police and your local law. If they say it is okay, you need to do the paperwork with the ATF and then be ready to have them check on you at odd times to make sure you are safekeeping it properly. I have a suppressed AR, Ruger 10/22, and 1911A1. Between them and the 2 full auto weps I have, I know all the ATF guys by name in my area.

The same federal law that makes it illegal to have a repeat-fire weapon also prohibits silencers. Paliden Press in Boulder has booklets with plans. I'd advise you not to mail order from them but rather to look for their line of books at gun shows. Should you go through the trouble of making such a device for an AR-15 you will find it doesn't make the weapon much quieter. The secret agent stuff like what you see in the movies is using a closed-breach or single-shot, .22 with subsonic gunpowder load.
